The City of Richmond, in collaboration with the Bay Area Air Quality Management District, has approved the Raven SR Inc. bioenergy project at 1 Parr Boulevard in Richmond, California, under Planning Application PLN21-282, authorizing the construction and operation of a facility designed to convert food and green waste into transportation-grade hydrogen. The project received formal approval on May 16, 2023, following adoption of a Modified Mitigated Negative Declaration and associated Project-Specific Conditions of Approval, which together constitute the primary environmental and regulatory framework governing the project. These conditions, documented in Exhibits B and C, establish enforceable mitigation measures, monitoring requirements, and operational controls to address potential air quality and public health impacts, in compliance with the California Environmental Quality Act and local municipal codes. The Authority to Construct, issued by the Air District, confirms regulatory alignment with air quality standards and serves as the key permitting mechanism for facility operation. The project’s administration is overseen by the City of Richmond’s Community Development Department, with Lina Velasco serving as the primary point of contact for permitting and approvals, while Brenda Cabral of the Air District provides technical oversight regarding air quality compliance. Raven SR Inc., represented by Chief Technical Officer Mike Fatigati, is responsible for all construction, operational, and reporting obligations tied to the approved conditions. Although no formal federal contract vehicle, pricing structure, or procurement solicitation exists, the project operates under a regulatory approval pathway that functions as the binding agreement between the applicant and the governing agencies. All deliverables center on environmental compliance rather than goods or services procurement, with inspection and acceptance tied to regulatory review and ongoing monitoring through the Mitigation Monitoring and Reporting Program. The project’s location, permitting history, environmental documentation, and stakeholder coordination are all managed through the CEQANet portal, with no federal acquisition regulation clauses, funding indicators, or commercial delivery terms applied.
