The Department of Defense, via DLA Troop Support, intends to award two Indefinite-Delivery, Indefinite-Quantity (IDIQ) firm-fixed-price contracts. Lot 0001 is a total small business set-aside, while Lot 0002 is unrestricted with a 10 percent HubZone price evaluation preference. The contract structure consists of three 12-month price tier periods, with a production lead time of 205 days from award and a warranty period of 365 days following government acceptance. The source selection process is based on Best Value Trade-Off, where technical factors are significantly more important than price. Evaluation focuses heavily on Product Demonstration Models (PDMs), requiring passing hydrostatic testing reports, visual requirements, and dimensional requirements. Offerors must submit two PDMs from each place of performance at the time of initial closing. Packaging must adhere to ASTM-D-3951 and MIL-STD-129, with a maximum of 40 items per shipping container and a prohibition on bulk packaging.
