Razor Ribbon and Perimeter Security Supplies- Sources Sought Only

The Federal Bureau of Prisons, through its Facilities Management Branch, is seeking industry input under a sources-sought notice for a Blanket Purchase Agreement (BPA) to supply perimeter security materials including razor ribbon, barbed tape, installation hardware, and associated components for federal correctional facilities nationwide. The BPA, identified by solicitation number 15BNAS26Q00000071, will establish a multi-year contract with a one-year base period and four optional one-year extension periods, enabling the government to place orders as needed for replacement or new installations. All supplies must meet stringent technical specifications, including compliance with ASTM standards for material composition, corrosion resistance, and mechanical performance such as tensile strength, barb dimensions, and pull-load resistance; materials must be constructed from 300 series stainless steel or properly galvanized steel and conform to ASTM A580, A764, A123, and other referenced codes. Deliveries are required FOB destination within thirty days of order placement, with shipments restricted to business hours Monday through Friday, and must be distributed directly to any FBOP facility across the country. The contractor must ensure immediate availability of replacement parts with overnight shipping capability and provide ongoing technical support for installation and maintenance. Payment will be processed via government purchase order or credit card, and all products must adhere to NFPA, ADA-ABA, NEC, and DOE standards. Although no monetary values, evaluation factors, or socioeconomic set-asides are specified, the government retains full acceptance authority at the delivery point, and compliance with all technical, quality, and regulatory requirements is mandatory for consideration.
