Re-glaze Greenhouse Windows

This is a Pre-Solicitation Notice: The USDA, Animal and Plant Health Inspection Service, Plant Protection and Quarantine, intends to acquire design/build construction services for our facility at the National Plant Germplasm Quarantine Center, in Beltsville, MD. This requirement is to replace the existing Insulating Glass Units (IGUs) in Quarantine Greenhouse (QGH) A, C, E, F, G, and H and the Main Hallway. QGH A, C, E, F, G, and H are aluminum structures that are over 30 years old. Due to age, the infrastructure for the IGU and polycarbonate roofing is failing. There are over 2,050 IGUs in the greenhouses that need replacing. These IGUs comprise roughly 18,000 S.F. in QGH C, E, F, G, and H and 1,640 S.F. in the Main GH Hallway. In addition, Greenhouse A encompasses 3,600 S.F. of polycarbonate panels. Problems that exist in the QGHs and hallway include water leaks around the panels, broken glass, broken polycarbonate, and fogged panels. All areas identified require re-glazing of the IGUs and/or panel replacement. The Contractor shall replace all IGUs with units that either meet or exceed the existing IGUs and existing polycarbonate panels. The project will consist of five (5) tasks over three (3) phases. The contractor shall furnish all plant labor, equipment and materials necessary to accomplish the work referenced in the statement of work. The small business size standard is $15.0 million The solicitation, AG-32KW-S-17-0015, will be released at www.fedbizopps.gov on or about December 27, 2016 and proposals will be due thirty (30) days after the release of the solicitation. One may download a copy of the solicitation at www.fedbizopps.gov. NOTIFICATIONS WILL NOT BE SENT TO CONTRACTORS REGARDING THE ISSUANCE OF THE SOLICITATION NOR ANY OF ITS AMENDMENTS. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THIS WEB SITE PERIODICALLY FOR AMENDMENTS. The solicitation and any attachments and/or amendments will be made available electronically at the following website address (www.fedbizopps.gov). It is anticipated that one award will be made. This Request for Proposal is being issued as a total small business set aside which is to be awarded as a firm fixed price construction contract. The estimated price range is between $1,000,000 and $5,000,000. A pre-bid site visit date and schedule will be posted in the Solicitation.
