AI Contract Overview
This contract solicitation, identified by SPE7M1-26-U-4887, requires the delivery of 40 reactors with NSN 5950-00-751-9547 under a Total Small Business Set-Aside, targeting manufacturers eligible under NAICS code 334416. The item is classified as a restricted source requiring formal engineering source approval from the Government Design Control Activity. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, with applicable revisions controlled by the solicitation issue date for simplified acquisitions or the RFP issue date for large acquisitions, unless an amendment supersedes it. All submissions must comply with MIL-T-31000, mandating full documentation including detailed drawings, process and operation sheets, identification of critical process suppliers including forgings and castings, purchase orders, and a shock extension report conforming to MIL-S-901 and DI-ENVR-80706. If original OEM drawings are unavailable, the offeror must provide a comprehensive engineering analysis detailing the development of their design, including reverse engineering procedures, sample counts, measurement methods, data compilation, and justification for dimensional tolerances and deviations, all to be submitted for Government engineering review. Sampling procedures must adhere to MIL-STD-1916 or ASQ H1331 Table 1, or an equivalent zero-based plan, with verification levels assigned as VII, IV, and II for critical, major, and minor attributes respectively, corresponding to AQLs of 0.1, 1.0, and 4.0; unspecified attributes default to major classification. While MIL-STD-105/ASQ Z1.4 may determine sample size, acceptance requires zero non-conformances unless otherwise directed. The manufacturer may elect attribute or variable inspection under MIL-STD-1916 unless contractually constrained. Configuration changes must be managed through formal Engineering Change Proposals, and any variance requests for deviation or waiver must be formally submitted. Removal of Government identification from non-accepted supplies is strictly prohibited. Delivery is mandated within 68 days of award, and the solicitation closes on August 19, 2026, with primary point of contact Bryan Fair at DLA Maritime Supply Chain. All documentation and compliance must be submitted via the DIBBS platform before the deadline.

SAMPLING:
THE SAMPLING METHOD SHALL BE IN ACCORDANCE WITH MIL-STD-1916 OR ASQ
H1331, TABLE 1 OR A COMPARABLE ZERO BASED SAMPLING PLAN UNLESS OTHERWISE
SPECIFIED BY THE CONTRACT. IF THE APPLICABLE DRAWING, SPECIFICATION,
STANDARD, OR QUALITY ASSURANCE PROVISION (QAP) SPECIFIES CRITICAL, MAJOR
AND/OR MINOR ATTRIBUTES, THEY SHALL BE ASSIGNED VERIFICAITON LEVELS OF
VII, IV AND II OR AQLS OF 0.1, 1.0 AND 4.0 RESPECTIVELY. UNSPECIFIED
ATTRIBUTES SHALL BE CONSIDERED AS MAJOR UNLESS SAMPLING PLANS ARE
SPECIFIED IN APPLICABLE DOCUMENTS. FOR MIL-STD-1916, THE MANUFACTURER
MAY USE THE ATTRIBUTE OR VARIABLE INSPECTION METHOD AT THEIR OPTION OR
PER THE CONTRACT. MIL-STD-105/ASQ Z1.4 MAY BE USED TO SET SAMPLE LOT
SIZE, BUT ACCEPTANCE WOULD BE ZERO NON-CONFORMANCES IN THE SAMPLE LOT
UNLESS OTHERWISE SPECIFIED IN THE CONTRACT.
