The Selective Service System is seeking a qualified small business vendor to design, develop, validate, and deliver a Government-owned Readiness Simulation (RS) tool to model its full end-to-end mobilization pipeline, encompassing all six Mission Essential Functions: Registration, Selection, Notification, Delivery, Classification, and the Alternative Service Program. The simulation must operate within an SSS-designated cloud environment using anonymized aggregate data and provide decision-support analytics to evaluate staffing and resource requirements, compare mobilization and policy scenarios, assess operational impacts under surge conditions, and identify bottlenecks and throughput risks to support executive planning and reporting. The solution must be a fully functional discrete event simulation with a configurable scenario library, robust dashboard suite featuring KPIs, Monte Carlo and sensitivity analysis modules, export capabilities, and comprehensive documentation including operator, administrator, and developer guides. The system must comply with FISMA Moderate security standards, NIST SP 800-53 controls, Section 508 accessibility requirements, and BOD 26-4 vulnerability remediation timelines, with strict performance standards including 99.9% system uptime, one-hour incident response, quarterly backup validation, 95% on-time deliverables, and 24-hour critical defect resolution. The contractor must deliver the solution with full Government ownership, including source code, infrastructure-as-code, and licensing documentation, and must transfer knowledge through training to ensure ongoing sustainment. This is a Total Small Business Set-Aside solicitation under NAICS code 541512, requiring offerors to certify their small business status and socioeconomic classifications via SF-1449, with subcontracting governed by FAR 52.219-14. Proposals must be submitted electronically in five volumes—Administrative Documentation, Technical Narrative (up to 70 pages), Past Performance (up to 10 pages), Price (using the Government-provided Excel template), and Contract Documentation—formatted in 12-point Times New Roman with specified margins and excluding certain front matter from page counts. All submissions must be emailed by August 14, 2026, at 2:00 PM EST to designated government contacts. Evaluation will prioritize Technical Capability and Demonstration, followed by Past Performance, with Price considered only as a tie-breaker when technical and performance factors are closely balanced. The award will be made based on best value, not lowest price, and may include a six-month option for post-delivery support and training. The
