The Ready Campaign contract supports FEMA’s primary public awareness effort to disseminate educational and preparedness messaging through multiple media channels. Following an RFI issued in October 2019, FEMA determined that while some interested parties possessed parts of the necessary capabilities, no single respondent demonstrated the full range of resources or an established strategy for securing and utilizing donated media crucial for the campaign’s Public Service Announcement activities. This gap influenced FEMA’s approach to fulfilling the campaign’s mission. The solicitation, posted in January 2020 under solicitation number 70FA4020R00000005, is managed by FEMA’s office within the Department of Homeland Security, based in Washington, DC. The contract falls under NAICS code 541810, indicating services related to advertising agencies. The designated point of contact for this contract is Girma Kebede, and the contract details and updates are accessible through the SAM.gov portal. This initiative aims to enhance the effectiveness of the Ready Campaign by integrating a comprehensive distribution model and securing in-kind media resources essential for outreach and preparedness education.

Full Description

The Ready Campaign is FEMA's principal public awarness communications apparatus to deliver educational and instructional preparedness messaging across a variety of mediums. In reviewing capability statements received in response to the request for information (RFI) released on 10/03/2019, FEMA has made a determination that although some respondents possessed some of the important capabilities as laid out in the RFI, no one respondent had the entire set of capabilities and access to resorces that the Ready Campaign would heavily rely upon to fulfill the campaign's Public Service Advertisment (PSA) mission. Particularly, all respondents lacked an established strategy/distribution model for obtaining and using donated media for a PSA campaign. Please see the atatched RFI and Justification document for further detail.
