This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, utilizing FAR part 13 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 12305B23Q0132 and this combined synopsis/solicitation is issued as a request for quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04 through June 2, 2023. (iv) This is solicitation is unrestricted and the associated NAICS code is 541380 and small business size standard is $19M. (v) See attached document 10X Reagent Kits for a list of line-item number(s) and items, quantities, and units of measure (including option(s), if applicable). (vi) USDA ARS requires an immune profiling analysis at a single cell resolution. (vii) Place of delivery: 10300 Baltimore ave BARC-East BLDG Beltsville, MD 20705 (viii) Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) Provision at 52.212-2, Evaluation-Commercial Items, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision. Evaluation will be based on best value with price being more important than technical and past performance.
