The solicitation number is HHS-NIH-NIDA-(SSSA)-PSOL-15-381 and the solicitation is issued as a PRE-SOLICITATION, NOTICE OF INTENT, to award a contract on a noncompetitive basis Promega Corporation 2800 Woods Hollow Road Madison, Wisconsin 53711. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13--Simplified Acquisition Procedures, Subpart 13.5--Test Program for Certain Commercial Items, and Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, and is expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13--Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6--Competition Requirements. The non-competitive determination is based upon the market research conducted as prescribed in FAR Part 10--Market Research, specifically the results of market research concluded no other source of supply or service has access to the requirement in this acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, dated August 3, 2015. The associated NAICS code for this requirement is 325413, In Vitro Diagnostic Substance Manufacturing, size standard 500 employees. The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. Purpose and Objectives: The Tox21 group of National Center for Advancing Translational Sciences (NCATS), Division of Preclinical Innovation (DPI) requires two reagents named "RealTime-Glo(TM) MC Cell Viability Assay" and "CellTox(TM) Green Express Cytotoxicity Assay" from Promega Corporation to screen Tox21 10k Library collections in a high-throughput format. The assay allows measure cytotoxicity and cell viability in real time. We have done online validation and started to screen Tox21 10k library compounds using this assay. To complete on-going screening projects, the purchase will be necessary to provide the supplies of the assays. Project Background: Measures of cell cytotoxicity and viability are critical in the cell-base assay. Our group developed a multiplex assay in a high throughput format by combining Promega's RealTime-Glo MC Cell Viability Assay and CellTox Green Express Cytotoxicity Assay to monitor both cytotoxicity and cell viability throughout the experiment during cell culture. Analysis of cytotoxicity in this format will allow determination of the rate at which compounds/drugs affect the cells. In addition, cytotoxicity and cell viability are usually tested separately in a traditional way. Therefore, this multiplex assay not only provided more valuable information, but it also can save time and supplies (e.g. plates, cell culture medium etc.). Project Requirements: Specifically, the NCATS requires the following: G8092 Caspase-Glo(R) 3/7 Assay, 100ml Qty 25 G8731 CellTox(TM) Green Express Cytotoxicity Assay Qty 30 G9713 RealTime-Glo(TM) MT Cell Viability Assay, 1000 RXN Qty 60 G8093 Caspase-Glo(R) 3/7 Assay, 10 x 10ml Qty 10 G9290 CytoTox-Glo(TM) Cytotoxicity Assay, 10ml Qty 15 G9292 CytoTox-Glo(TM) Cytotoxicity Assay, 2 x 50ml Qty 5 G7890 CytoTox-ONE(TM) Homogen Membrane Integrity Assay, 200-800 assa Qty 15 G7892 CytoTox-ONE(TM) Homogen Membrane Integrity Assay, HTP Qty 10 This synopsis is not a request for competitive proposals.
