Real Estate Appraisal Services

The City of Los Angeles Harbor Department is soliciting proposals from qualified appraisers to establish a list of approved professionals for real estate appraisal services over a three-year period. The selected appraisers will be engaged on an as-needed basis for a maximum term of one year per agreement to provide appraisal reports and reviews for residential, commercial, industrial, and other real property assets, including water and railroad rights-of-way. All work must adhere to the 2024 USPAP standards and the appraiser must perform personal inspections of subject properties. To be eligible, appraisers must hold a current California Certified General License (AG) and a professional designation of MAI, SRPA, or ASA, with at least five years of verifiable commercial appraisal experience in California. Proposals are evaluated based on qualifications, cost, responsiveness, project organization, and documentation clarity. Required submissions include a cover transmittal letter, a detailed cost of services, resumes of key personnel, a sample narrative appraisal from the last 12 months, and a responsiveness record of at least five previous appraisals. The contract mandates comprehensive insurance coverage, including Commercial General Liability and Automobile Liability of at least $1,000,000 each, as well as a Business Tax Registration Certificate. Proposers must also comply with affirmative action and equal employment policies. Proposals are due by 3:00 p.m. PST on September 24, 2026, and must be submitted digitally to the designated point of contact.
