Real Estate Information Services RFP 2026

The Los Angeles Housing Department (LAHD) is soliciting proposals for Real Estate Information Services to support the implementation of city ordinances, including the Housing Code and the Just Cause for Evictions Protections Ordinance. The selected contractor will provide comprehensive real estate data for all properties within the City of Los Angeles, delivering property reports, valuation models, mapping data, and technical information such as Assessor Parcel Numbers. Data must be delivered through a three-tier hierarchy consisting of direct read-only database access, a documented REST/JSON Web API, and FTP. The initial contract term is scheduled to run for five years, from approximately April 1, 2027, through March 31, 2032, subject to funding and performance evaluations. Proposals are evaluated on a 100-point scale, focusing on cost (35 points), the proposed work plan (25 points), demonstrated ability (20 points), and demonstrated capacity (20 points), with a minimum score of 70 required for funding. Additional preference points are available for certified City or Local Businesses. Compliance requirements are extensive, including adherence to the Living Wage Ordinance, Service Contractor Worker Retention Ordinance, the Iran Contracting Act of 2010, and child support obligation certifications. Contractors must also meet specific insurance minimums and follow the City's Business Inclusion Program for minority, women, and small business outreach.
