AI Contract Overview
The U.S. Air Force, through AFTC/PZZG, is seeking proposals for a sole-source procurement of the REAL (Reusable Energy Absorbing Layer) and RUSB (Reusable Universal Skid Board) system from Quality Research, Development & Consulting, Inc., under solicitation number FA930226Q0078. This acquisition is not set aside for small businesses and is being conducted under FAR Part 12 as a commercial item purchase, with no separate written solicitation to be issued. The requirement includes five units of the complete REAL/RUSB system, comprising specific configurations of energy-absorbing layers, skid boards, base and top boards, belts, four handling handles per unit, and shipping. Delivery is required FOB destination to Edwards Air Force Base, California, within 90 days of contract award. The determination for sole-source acquisition is justified by the proprietary nature of the REAL/RUSB system, which is the only approved system for use in military airdrop operations as specified in relevant technical manuals. Market research, including a published SAM.gov sources sought notice and direct confirmation from the manufacturer, confirmed that Quality Research, Development & Consulting, Inc. is the sole producer with no authorized third-party resellers domestically or internationally. All responses must be submitted by July 16, 2026, at 12:00 PM PDT to Karla Vazquez or Jamil Minosa, and while non-competitive procurement is intended, the government retains the discretion to consider submissions from other sources to evaluate potential competition. The solicitation incorporates standard provisions and clauses referenced in the attached SF1449, and no work may commence until a contract is formally awarded.

This system is the only type system allowed for use by the Air National Guard- Air Force Reserve Command test Center (AATC) and approved for implementation in the TM4-48.03/MCRP-4-10.3C/TO 13C7-1-11. The system replaces the current one-time use honeycomb energy dissipating pads and legacy plywood skid board.
