Combined Solicitation & Notice of Intent


This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate, written solicitation will not be issued [RFO12.202(b)(1)].


(i) AFTC/PZZG intends to negotiate on a Sole Source basis with Quality Research, Development & Consulting, Inc. for the procurement of a REAL (Reusable Energy Absorbing Layer) and RUSB (Reusable Universal Skid Board) system (See Redacted Sole Source Justification attached).


This is a combined synopsis/solicitation for commercial products prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

NOTICE OF INTENT TO SOLE SOURCE


Justification


The REAL RUSB (Reusable Energy Absorbing Layer / Reusable Universal Skid Board System) is a proprietary system and sole source manufactured to meet the needs of military airdrop operations.  This system is the only type system allowed for use by the Air National Guard- Air Force Reserve Command test Center (AATC) and approved for implementation in the TM4-48.03/MCRP-4-10.3C/TO 13C7-1-11. The system replaces the current one-time use honeycomb energy dissipating pads and legacy plywood skid board. When utilized, REAL/RUSB systems will also reduce the overall aircrew training costs and increase manpower productivity.

Market Research


Market research was conducted to validate the sole-source nature of this requirement. A Sources Sought Synopsis was published on SAM.gov from 17 June 2026 through 24 June 2026; the posting yielded zero (0) responses from industry. Subsequently, on 29 June 2026, the Contracting Activity obtained written confirmation from QRDC, Inc., identifying themselves as the sole manufacturer and provider of the required items. Furthermore, QRDC, Inc. certified that they maintain no authorized third-party resellers either domestically or internationally.

This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
