The Synopsis: This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation FAR 13.106-1(b)(1)(i). The USCG Base Portsmouth Contracting Division, Portsmouth, VA intends to award a Firm-Fixed Price sole source contract to Global Finishing Solutions, LLC, and Cage Code 3GX14 of 12731 Norway Road, Osseo., WI 54758-7780 for the purchase of the following: (1) Technician to test the function and operation of control systems on paint spray booths. Contractor will take air flow readings and adjust controls if needed. Technician will give training on equipment and touch screens. Provide a written report. Global Finishing Solutions, LLC is the original equipment manufacturer (OEM) of the paint booths described above and is the sole design authority and holds the proprietary rights to the drawings, specifications and data rights. The North American Industry Classification System (NAICS) for this requirement is 423830. Posting date of this requirement is 30 August, 2016. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM Eastern Daylight Time, 8 September 2016. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government in future procurements. This is not a Request for Quote. This is a written notice to inform the public of the Government's intent to award on a sole source basis for the required supplies.
