This contract solicitation, issued by the Department of Defense’s DLA Aviation office in Philadelphia, seeks to procure newly manufactured receiver-transmitter units under NAICS code 334511. The procurement emphasizes strict compliance with quality standards such as AS/EN/JISQ 9100 or equivalent and mandates the use of government-approved sources for supply; offers from unauthorized sources or for refurbished or remanufactured items will be deemed ineligible. Special provisions apply to Critical Safety Items and Critical Application Items, requiring adherence to specific DFARS clauses and business system regulations. The solicitation also highlights unique requirements regarding item identification and valuation, noting that Foreign Military Sales (FMS) assets involved are not subject to the Department of Defense's item tracking system, as ownership remains with the FMS customer countries and items will not enter the U.S. DoD supply chain. Additional contract terms include a 12-month warranty on supplies of a noncomplex nature, provisions for fair employment practices including equal opportunity for veterans and workers with disabilities, and compliance with Buy American and Free Trade Agreements regulations. The contract uses an expedited process under emergency authority with a waived synopsis, and payment instructions utilize the Wide Area Workflow system. Offerors must provide authorized distributor letters if acting as intermediaries, and FAA certification documentation is required for commercial items intended for specific platforms. The solicitation deadline is April 3, 2026, and the primary contact is available via email and phone through the designated contracting officer.

NAVSUP WSS Code N2 has determined that the requirements at DFARS 211.274 whichmandates the use of DFARS clause 252.211-7003 "Item Unique Identification and Valuation" in all solicitations and contracts, be deleted from all non-CLSSA FMS spares requirements processed by NAVSUP WSS and DLA-Aviation. The affected parts are wholly owned by FMS customer countries, are not covered by a Cooperative Logistics Supply Support Arrangement (CLSSA), these same assets will be delivered to the customer country for their sole use. The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to DoD." These spares are non-CLSSA FMS assets and will never be delivered to DoD. The assets are delivered to a domestic U.S. freight forwarder who is under contract by the FMS customer to ship the assets to the country of record. The FMS customer countries retain ownership of their parts throughout the asset's lifecycle. These parts will never be owned by the U.S. Government, and will never be entered into the DoD supply chain. Based on this, there is no need for these non-CLSSA FMS country assets to be specially marked for trackingby DoD. \
