Solicitation SPE4A6-27-T-7676, issued by the DLA Weapons Support ASC Commodities Division, is a request for quotations for 329 units of turnlock fastener receptacles (NSN 5325-01-406-7901). The procurement is managed under the First Destination Transportation program with a need ship date of April 6, 2027, and a final required delivery date of May 8, 2027. Delivery is to be made to DLA Distribution San Diego, with inspection and acceptance occurring at the point of origin. Payment and invoicing must be processed electronically through the Wide Area WorkFlow system. Technical compliance is stringent, requiring manufacturers to maintain inspection systems compliant with SAE AS9003 or ISO 9001. A critical requirement for award eligibility is an approved US/Canada Joint Certification Program certification due to the item's technical data being subject to ITAR or EAR export controls. Additionally, the contractor must perform First Article Testing on one unit and submit the report within 120 calendar days of the contract date. Packaging must adhere to ASTM D3951 and MIL-STD-129, while palletization must follow DLA requirement RP001. The solicitation includes a price evaluation preference for HUBZone small business concerns and mandates compliance with the Buy American Act and various DFARS cybersecurity and telecommunications restrictions.
