The U.S. Army Corps of Engineers seeks to procure new solid state protective relays for the rehabilitation of the existing 115kV switchyard at the Walter F. George Power Project. To ensure system compatibility, streamline training, maintain interchangeability, and align with existing operational software, the Government intends to purchase Schwitzer Engineering Laboratories (SEL) relays, as the plant currently utilizes SEL equipment. Consequently, the contract is planned to be awarded as a sole source to Power Connection, Inc., the exclusive SEL vendor for the southeastern United States where the Mobile District is situated. The procurement is expected to be a Firm-Fixed-Price contract under the NAICS code 335314, with a size standard of 750 employees. While this notice is not a request for competitive offers, interested parties may express their interest and capability within 15 calendar days of the publication date, after which the Government will consider all responses. However, the decision to proceed with or forego competition rests solely with the Government. The contracting office is based at the U.S. Army Engineer District in Mobile, Alabama, with Carl Wade as the point of contact. This procurement supports the goal of modernizing critical infrastructure at the Walter F. George Lock and Dam facility through the integration of compatible and efficient protective relay technology.
