The contract involves the National Academy of Sciences conducting a project under the Recovery Act focusing on high-performance green building through workshops and expert advisory panels. The National Academy of Sciences will organize two workshops and produce a final summary report based on the outcomes. Due to uncertainties regarding the workshop logistics—such as location, duration, and level of effort—the contract will not have a firm-fixed price. Instead, the General Services Administration will reimburse costs based on the National Academy's fiscal year 2010 provisional rates and other expenses incurred. The National Academy's role as a leading federal advisor in science and technology uniquely positions it to assemble experts from various sectors and provide timely, specialized advice tailored to the needs of the federal audience. This contract is managed by the General Services Administration’s Special Contracting Branches A and B, with contacts including a procurement analyst and a sustainability subject matter expert. The final report resulting from this work will be publicly accessible without restrictions, ensuring the dissemination of knowledge gained from the workshops. The contract emphasizes the importance of collaboration between government, industry, and academic experts to advance sustainable building practices under the framework of the Recovery Act.

Full Description

This notice is provided for informational purposes only. This requirement will be fulfilled by the National Academy of Sciences. As the pre-eminent advisor to the federal sector in scientific and technological matters, the National Academy of Sciences is uniquely qualified to bring together knowledgeable individuals from industry, government, and academia in a workshop format, and to appoint an ad hoc committee of experts in the field to provide required information and advice targeted to the specific audience on a short timeline. The full justification for other than full and open competition is attached. The proposed action will not be firm-fixed price, as GSA cannot accurately estimate the costs associated with this requirement with any reasonable degree of certainty. The National Academy of Sciences will be required to host two workshops and deliver a final summary report. However, the level of effort required to coordinate the workshops, as well as the actual location, duration, and time of the workshops are all unknown. Additionally, the level of effort required for the summary report will be largely dependent upon the results of the workshops. All of these variables will impact the final cost of the requirement. As a result, GSA will reimburse the National Academy of Sciences based on its fiscal year 2010 provisional rate agreement and other costs incurred. The final report will be made available to the public without restrictions.
