This recovery action provides capital equipment funding for the Concentrating Solar Power Program to implement extensive upgrades at the National Solar Thermal Test Facility in Albuquerque, New Mexico. The scope of work includes enhancing molten salt facility instruments, valves, and corrosion controls, re-lamping the heliostat field, and adding trough tests and loops for alternate working fluids. Additionally, the project involves enlarging the rotating platform, upgrading communications and office space, and establishing a test facility for advanced receiver panels, heliostat concepts, and mobile labs. The work is assigned to Sandia Corporation under a cost reimbursement contract due to uncertainties regarding the exact nature and duration of the performance, making a fixed price award inappropriate. This action is issued as a modification to the existing prime management and operating contract and is funded by Recovery Act dollars. The project aligns with the prime contract's focus on providing research, design, and manufacturing capabilities for energy efficiency and renewable energy technologies.

RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The modification addresses the following work: The modification is for capital equipment funding for the Concentrating Solar Power Program for upgrades to the National Solar Thermal Test Facility (NSTTF). Upgrades include: molten salt facility instruments, valves, corrosion, and trough apps; re-lamp heliostat field; add trough test; loop for alternate working fluids; enlarge rotating platform; upgrade NSTTF communications, instrumentation, office space, and field equipment; test facility for advanced receiver panels and heliostat concepts, optical methods lab and mobile test lab. The action is other than fixed price because work assigned to the Sandia Corporation, through the issuance of Work Authorizations, is pursuant to the terms and conditions of their prime management and operating contract awarded under as a cost reimbursement type contract due to the uncertainties in contract performance. Cost cannot estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and duration of the work is uncertain. The use of a separate fixed price award to Sandia Corporation for the WA is inappropriate because this is issued under an existing cost reimbursable contract. The work falls within the prime contract Statement of Work, paragraph 3.3, entitled - Energy Efficiency and Renewable Energy that states: - The Contractor shall provide research, design and manufacturing capabilities for solar electric technologies (solar thermal and photovoltaic), wind energy, geothermal energy systems, industrial and transportation applications, fossil energy programs, electric power systems, hydrogen power technologies and battery systems for utilities and transportation. NOTE: This action is awarded under Prime Contract Modification no. A354 that recognizes Work Authorization no. SL-100003-20479-09, Rev 1 issued under M&O Contract number DE-AC04-94AL85000. This action is funded by Recovery Act dollars. Place of Contract Performance: Sandia National Laboratories, Albuquerque, NM
