Archaeology Consulting Services
Solicitation # 26-122
The City of Delta is issuing solicitation 26-122 to establish a shortlist of qualified archaeology firms to provide professional consulting services on an as-and-when-requested basis. The scope of work includes archaeological investigation, monitoring, reporting, and permitting for various infrastructure and development projects, such as road upgrades and utility replacements, within the City of Delta. All services must comply with the Heritage Conservation Act, and firms must demonstrate eligibility to hold provincial permits, including Multi Assessment Permits and Site Alteration Permits. Key deliverables involve field assessments, coordination with the Provincial Archaeology Branch and First Nations, and the provision of heritage management training for City staff. The selection process utilizes a two-stage qualification method. To be considered, respondents must meet all mandatory criteria, including the timely submission of a signed Proposal Covering Letter. Qualified firms will be evaluated based on proponent capability and experience (50%), methodology (25%), and fees (25%), with minimum scores required for the first two categories. The City emphasizes the importance of professional certification, requiring at least one team member to be in good standing with a recognized organization like the British Columbia Association of Professional Archaeologists. Preference is given to consulting team members with five years of experience and lead archaeologists with ten years of experience. The resulting shortlist will remain valid until January 1, 2025, or for three years from the closing date. Once the list is established, the City will invite these qualified respondents to submit firm-priced tenders for specific projects. Proposals must be submitted as a single PDF to the purchasing department by 2:00 PM Pacific time on November 16, 2026. The pricing structure for the qualification stage includes hourly rates for principal archaeologists, field directors, technicians, and support staff, as well as lump sum rates for permit applications.

AI Contract Overview

This contract modification supports the RECOVERY - ACTNOW Clinical Trials Support under the Cancer Trials Support Unit, aimed at expanding access to cancer treatment trials for clinicians across the United States and Canada. The primary objectives are to increase the number of participating investigators and treating institutions, boost patient enrollment, and improve efficiency by streamlining or eliminating redundant procedures. Due to the inherent uncertainties in human participant enrollment and the varying complexity of protocols based on disease type, drug usage, and statistical design, the agreement utilizes a cost reimbursement structure rather than a fixed price. This approach allows for the flexibility needed to manage the unpredictable level of services required to support the development of clinical treatment trials sponsored by the NCI's CTEP.

Full Description

This action modifies an existing contract which provides clinicians across the United States and Canada access to cancer treatment trials. The goals are to provide a wide choice of clinical trial options to the largest possible number of investigators; involve a larger number of treating institutions in the clinical trials process; increase enrollment to cancer clinical trials; and streamline or eliminate redundant processes and procedures. Rationale for using other than fixed price: The primary purpose of the contract is to support the development of cancer clinical treatment trials sponsored by CTEP, NCI. The number of patients enrolled in each clinical trial is estimated at the start of the trial, but may fluctuate during the course of the study. In addition, the complexity of the protocols varies due to the phase, disease to be studied, drug(s) to be used and the statistical design of the trial. The uncertainties involved with enrolling human participants and the complexities of protocol development make it difficult to predict the amount of services required to support the clinical trials. Uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost reimbursement type action is appropriate. DUNS 04950810
