This contract opportunity, titled "RECOVERY ADVANCING CLINICAL DECISION SUPPORT," is intended exclusively for contractors already working under the Department of Health and Human Services, Program Support Centers 2009 task order contracts. The primary objective is to advance the implementation and effective utilization of computer-based clinical decision support (CDS) systems that promote evidence-based clinical practice and meaningful use of health information technology. Funded under the HITECH Act of 2009, the project focuses on four main goals: encouraging widespread adoption of CDS practices in diverse clinical settings including those with historical challenges, enhancing care quality and patient safety by improving the specificity and reducing over-alerting in CDS interventions, facilitating sharing and reuse of effective CDS tools across different care environments to lower implementation burdens, and developing CDS solutions that meet meaningful use criteria for health IT. The initiative aims to overcome significant barriers and drive CDS adoption across various healthcare practices, patient populations, and technological platforms, ultimately supporting transformation toward modern, information-based clinical care. CDS tools covered by this effort include alerts and reminders, incorporation of best clinical guidelines, patient data summaries, documentation templates, collaborative processes, diagnostic support, and contextual reference information, all designed to enhance decision-making within clinical workflows. Point of contact for this presolicitation is Anita L Nearhoof, accessible via email or phone, with further details available through the provided government contracting portal link.

THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, PROGRAM SUPPORT CENTERS 2009 TASK ORDER CONTRACTORS. Advancing Clinical Decision Support The purpose of this project is to accelerate the successful implementation and effective use of computer-based clinical decision support (CDS) interventions to facilitate evidence based clinical practice and meaningful use of health IT. Funded under the Health Information Technology for Economic and Clinical Health (HITECH) Act of 2009, this project is designed to advance CDS to achieve the following goals: - Broad CDS Adoption: Facilitate widespread dissemination of best known CDS implementation practices to support effective use of CDS in a variety of clinical settings including specialty clinical practices and other settings that are known to have had difficulties with implementation of effective CDS. - Improve Care Quality and Patient Safety: Improve the utility of CDS systems to include increased specificity of CDS interventions so as to reduce over-alerting which can lead to poor adoption and reduce the utility of CDS interventions. - Sharing of CDS Interventions: Improve the capacity to share effective CDS interventions across care settings to encourage reuse and to reduce the implementation and maintenance effort required at each local facility - Meaningful Use of CDS: Develop CDS interventions that fulfill CDS-related criteria for meaningful use of health IT. Taken together, achievement of these four goals can reduce major barriers and significantly advance the adoption, implementation, utility, effectiveness of clinical decision support over a wide range of practices, patient groups, technologies, and safety and quality targets. This project will help providers to achieve meaningful use of health information technology through the use and application of CDS capabilities as a foundational step in transforming our health systems to embody 21st century - information-based clinical practice. CDS provides clinicians, staff, patients and other individuals with knowledge and person-specific information, intelligently filtered at appropriate times, to enhance health and health care. CDS encompasses, but is not limited to, computerized alerts and reminders to care providers and patients; methods to incorporate best practice clinical guidelines into practice; condition-focused order sets, patient data reports and summaries; documentation templates that help foster best practices of care; processes that facilitate communication and collaboration in care; advice to promote more accurate and timely diagnoses; systems that provide contextually relevant reference information; and other tools that enhance decision making in clinical workflow.
