The contract involves a sole source procurement authorized under the American Recovery and Reinvestment Act of 2009 (ARRA) between the U.S. General Services Administration (GSA), Region 4, and Schneider Electric. The purpose of this contract is to support GSA's national metering initiative by integrating water and gas meter data collected from selected buildings in the Southeast Sunbelt Region into the ION Enterprise metering system. Schneider Electric, the only capable provider due to proprietary software rights and technical compatibility, will facilitate the connection of regional meters with the ION Enterprise server located at GSA's Central Office, utilizing the GSA IP network. The contract covers a period from September 2010 to July 2012 with an estimated cost of $109,000 and is governed under FAR 6.302-1 to justify the sole source nature of the procurement. The ION Enterprise software, owned under license by GSA and maintained on a secure server, serves as the advanced metering system that collects, stores, and analyzes energy data. This contract specifically aims to enable the software to remotely communicate with and gather data from meters at scheduled intervals, thereby providing centralized monitoring and improved energy management across the region. The procurement falls under NAICS code 238210, and while this announcement serves as an informational notice rather than a solicitation, other interested parties were invited to demonstrate their capability within seven days of posting. The government retains discretion over competition decisions, and all inquiries are directed to Takisha Brown at GSA.
