This project, managed by the Department of Defense under solicitation W912P7-10-D-0002, involves a comprehensive seepage study of a below-ground concrete control structure approximately 300 feet deep. While previous grouting efforts have reduced overall leakage, substantial water infiltration persists in the elevator shaft, causing ongoing corrosion and operational failures of electrical and mechanical equipment. The primary objective is to inspect and evaluate the structure to develop a practical solution for complete sealing, ensuring the long-term efficiency of the facility and preventing potential downstream flooding or environmental impacts on endangered species. The selected architect-engineer must recommend a cost-effective repair strategy, which may include further grouting or, if deemed impractical, specific interventions for the elevator shaft. These alternatives include lining the shaft to protect equipment or replacing the current elevator with a unit designed for wet environments. The final deliverable of this study is the preparation of detailed plans and specifications for a subsequent repair contract to implement the recommended improvements for safety and equipment protection.

Full Description

This scope of services (SOS) defines the work required to complete the Control Structure Seepage Study project. When the outlet works Control Structure was first put into service, the leakage of water into the structure was serious enough to cause corrosion and operating problems with the equipment. Cement grout placed around the outside of the structure to stop the leakage was partially successful. Epoxy grout was tried for the structure interior. This was also only partially successful. At this time, the leakage of water into the control structure has been reduced significantly and the conditions inside the Control Structure are much improved. However, the elevator shaft still has substantial leakage and causes ongoing problems with the elevator. The Control Structure is a below ground concrete shaft approximately 37 feet around at the top elevation of 519 ft msl to elevation 323 ft msl where it widens to approximately 45 feet at elevation 220 feet msl and concrete thickens. The structure is approximately 300 ft deep from surface to base. The goal of this study is to have the control structure inspected and evaluated to be completely sealed and free of leaks. This SOS requires a study that shall recommend a reasonable or practical solution for further improvement and the overall cost for completing the work. If an engineering study determines that further grouting shows little promise for success, or that cost would outweigh the benefits, then the goal would be to at least correct the problem in the elevator shaft. If the elevator shaft leakage cannot be eliminated, then the study shall evaluate options for the shaft to be lined in a way that would protect the elevators operating equipment. Alternatively, the A-E shall evaluate replacement of the elevator with a unit designed for operation in a continuously wet environment. The study shall recommend methods to improve the environment in the outlet works Control Structure for reasons of safety, protection of electrical and mechanical operating equipment, and the long term efficiency of the facility. The study shall ultimately result in the preparation of plans and specifications for a repair contract that shall implement the selected improvements.

The anticipated period of performance consists of a 12-month base year starting December 1, 2026, with four subsequent 12-month option years. Award will be based on the best value to the government, evaluating technical approach, past performance, and price. Essential deliverables include a Quality Control Plan, a detailed annual research plan, and seasonal study reports on abundance, survival, and escapement. The government maintains unlimited rights to all produced materials. Quotes must be submitted via PIEE by November 9, 2026, and must include a technical capability statement, past performance data, a financial bank letter, and a quality control program to be considered responsive.

Project Management and Technical Oversight SupportThe contract is for Project Management and Technical Oversight Support under a subcontract arrangement, aimed at delivering technical and administrative assistance related to reporting, scheduling, and coordination efforts with the U.S. Army Corps of Engineers within an IDIQ task order framework. The work will focus on ensuring seamless alignment with USACE requirements through structured project oversight, data management, and timely communication channels. The North American Industry Classification System code 541611 indicates that the services fall under Management Consulting Services, suggesting a primary emphasis on advisory and operational support rather than direct construction or engineering execution. The contract was posted on June 17, 2026, and is administered by the W075 Endist San Francisco office under the Department of Defense, though specific performance locations, point of contact details, and set-aside classifications are not provided. There is no defined place of performance listed, indicating potential flexibility in where the work may be performed, possibly including remote or distributed operations. The absence of a solicitation number suggests this may be a follow-on or non-competitive subcontract under a broader existing agreement. The contract's structure implies ongoing support duties tied to multiple task orders, requiring adaptability, compliance with federal reporting standards, and consistent collaboration with a major federal agency.
