This contract modification involves audits and compliance monitoring for the RECOVERY EHR Meaningful Use Incentive Payment Program, which targets Medicare and Medicare Advantage Eligible Professionals and all Eligible Hospitals. The work is performed under a Time and Materials contract awarded to Figliozzi and Company and supports the HITECH Act's effort to promote the adoption and meaningful use of certified Electronic Health Records (EHR). The audits assess whether eligible providers and hospitals have properly attested to meaningful use criteria, which include utilizing certified EHR technology, electronically exchanging health information to improve healthcare quality, and reporting clinical quality measures. The Centers for Medicare & Medicaid Services (CMS) Office of Financial Management oversees the audit process with the contractor conducting the actual reviews. Non-compliance findings must be reported so CMS management can determine final eligibility for incentive payments. Because the scope and duration of the audits could not be precisely estimated at contract award, a Time and Materials contract was deemed most appropriate, allowing for flexibility in resource and cost management. Government oversight is planned to ensure efficient and cost-effective performance, with periodic reviews and floor checks by CMS cost pricing staff. The contract requires performance at the contractor’s facility, with primary points of contact being Tessie Fitton and Edward Rutherford from CMS. This modification supports CMS’s ongoing efforts to ensure integrity and compliance in the EHR incentive payment program while advancing national health information technology objectives.
