Full Description

The American Recovery and Reinvestment Act of 2009 (ARRA, or Recovery Act) (Pub. L. 111-5) was signed into law on February 17, 2009. The law includes the Health Information Technology for Economic and Clinical Health Act (HITECH Act), which established programs to provide incentive payments for the "meaningful use" of certified . electronic health record (EHR) technology. Included in these incentive payments (also known as HITECH payments) are payments to Medicare hospitals. The initial purpose of this initiative was to fund the contractor to collect and subsequently enter necessary data into the HITECH FISS screens for all Subsection (d) Hospitals by March 31, 2011. The initial data was obtained from the 12-month cost report filed at that time. As cost reports are continually accepted during the year, MAC's shall update the data in the FISS within 5 business days of acceptance. The purpose of this modification is to fund the contractor to continue these efforts This contract action was not awarded as a fixed price type because of uncertainties involved in contract performance did not permits costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2).
