The contract awarded to SRI International on September 20, 2010, involves a cost reimbursement agreement valued at $3.1 million for in vitro screening of chemotherapy drug combinations. The project leverages advanced molecular biology techniques—including genomics, iRNA, and proteomics—along with computational and statistical modeling, such as response surface mapping for synergy, and robotics to enhance drug screening processes. The contract was competitively procured, and its nature required a cost reimbursement model due to the complexity and unpredictability of costs, making a fixed-price approach unsuitable. This undertaking focuses on applying state-of-the-art scientific methods to optimize chemotherapy drug combinations, aiming to improve therapeutic outcomes. The contract includes stringent measures to ensure that all costs are allowable, allocable, fair, and reasonable. The solicitation falls under NAICS code 541711, relating to research and development in biotechnology, with oversight by Contracting Officer Stanley A. Knight. The overall scope emphasizes the integration of multidisciplinary techniques in a research-focused environment to accelerate drug discovery efforts.

NOTE: THIS IS NOT A SOLICITATION. THIS IS AN ARRA AWARD SPECIAL NOTICE. Award Notice (ARRA Award) Solicitation Number: HHSN261200522001C Procurement Type: Cost Reimbursement DUNS Number: 009232752 Title: RECOVERY: In Vitro Screening of Combinations of Chemotherapy Drugs Contract/Modification Award Date: 09/20/2010 Award Dollar Amount: $3,100,000 Contractor Awarded Name: SRI International Description: The services will support application of techniques in molecular biology, (genomics, iRNA, proteomics, etc.) computational and statistical modeling (response surface mapping for synergy, etc.) and robotics into an applied drug screening effort. This action was a competitive procurement, utilizing a cost reimbursement type contract mechanism. The nature of the project requirements described in the Statement of Work (SOW) do not contain precise specifications to warrant a fixed-price mechanism. Further, difficulty in estimating costs with accuracy does not lend this requirement to a fixed-price mechanism. Therefore, a cost reimbursement type contract is appropriate for this acquisition. Sufficient safeguards will be included in the contract to ensure that costs are allowable, allocable, fair, and reasonable.
