This contract is a modification to an existing agreement awarded to National Government Services, Inc. for the Recovery Payment File Development Contractor (PFDC) work. Originally competitively awarded in August 2010 as a Cost-Plus-Fixed-Fee contract under solicitation number HHSM-500-2010-00028C, this modification enables the contractor to further develop and finalize business and technical requirements for data transfers among the PFDC, National Level Repository (NLR), Treasury, and the Medicare bank. It also includes responsibilities such as daily balancing and reconciliation with the NLR, data integrity testing, and active participation in various meetings and conference calls with CMS components and HITECH contractors to support interface development and process reviews. The contractor is also tasked with preparing and coordinating weekly project schedules and attending key technical and programmatic meetings to ensure alignment with HITECH project goals. The modification underscores the importance of adequate staffing and financial resources for the PFDC to successfully gather information, participate in requirements development, and maintain data accuracy between internal systems and the NLR. It highlights the necessity of establishing and managing data integrity test protocols to ensure consistency between PFDC data and the NLR outputs. Given the uncertainties related to the scope of services, the Contracting Officer determined a Cost-Reimbursement contract was appropriate, as this structure allows for flexibility in project costs while ensuring essential activities supporting the HITECH program are effectively managed. The place of performance is Indianapolis, Indiana, and the contract is managed by designated Contracting Officers at CMS.

The Centers for Medicare & Medicaid Services (CMS) awarded a five year contract (two year base plus three one year options) to a Payment File Development Contractor (PFDC) to assist CMS in making Medicare Fee for Service (FFS) incentive payments to eligible Medicare professionals (EPs) and hospitals under the HITECH Act. As required under the HITECH Act, CMS was required to begin making incentive payments in FY11 to EPs and hospitals for a period of five years. CMS intended to use a PFDC to help make HITECH payments to Medicare EPs and hospitals and to ensure proper funds control and accounting related to these payments. The purpose of this contract action is to fund the Option 2. This option retains all prior modifications to the SOW from the base period and Option 1. The significant changes from the base period included the addition of a supplemental monthly payment cycle. (SOW II.A.24) and reducing the systems development and the related systems testing, release schedule coordination, and reporting. This reduction in scope is due to the PFDC moving into an operations and maintenance phase of the HITECH project with no further development required during Option 2 (SOW II.A.1) The contractor shall also be required to implement sequestration payment reductions on behalf of CMS. These reductions require the contractor to ensure that payment amounts are reduced by 2 percent per payment to eligible payees with reporting periods on or after April 1, 2013 (SOW II.A.25). The estimated amount of this action is $2,150,000.
