AI Contract Overview

This contract involves a collaborative restoration stewardship project on the Ricochet and Chicken Bone areas within the Umatilla National Forest in Oregon, funded in part by the American Recovery and Reinvestment Act of 2009. It is an extension of an earlier solicitation focused on restoration work across several national forests, with multiple delivery orders expected under a firm-fixed price arrangement. The work primarily entails biomass removal, including ground-based logging, slash treatment, and product transportation to local processors, with the biomass remaining government property. The project's goal is to reduce wildfire risk by managing fuel loads on the forest floor, improving forest health by maintaining an average spacing of 20 feet between healthy understory trees, minimizing ladder fuels, and establishing conditions suitable for controlled fire re-introduction. The task involves removing approximately 4,800 tons of non-saw merchantable woody material to meet a target fuel loading of no more than 5 to 10 tons per acre post-treatment. Execution is set on the Pomeroy Ranger District lands of the Umatilla National Forest, with certain roads restricted from vehicle travel during the contract period. The estimated timeline began in early October 2010 and was expected to conclude by the end of January 2011. The contract includes specific reporting requirements due to ARRA funding. Primary contacts for this effort are Gary Dillavou, Contract Specialist, and Melinda Whittington, Project Analyst, for the USDA Forest Service in Oregon.

The original solicitation was competitively advertised as a Commercial Items RFP. The Government intends to award multiple Delivery Orders from a single request for quotations. This project will be partially or wholly funded with American Recovery and Reinvestment Act funds and is subject to all reporting requirements thereto. The collaborative Restoration Stewardship contract is an integrated resource contract that includes ground-based logging and product transportation as well as slash treatment. The issuance of these Delivery Orders require the contractor(s) to reduce the potential of high intensity wildfire by removing or rearranging the existing fuel loading on the forest floor. All biomass removed will remain the property of the US Government and be transported by service contractor to local processors. This work will result in retaining healthy, vigorous understory trees at an average spacing of 20 feet to improve tree conditions and forest health, reduce ladder fuels located beneath overstory trees to reduce individual tree torching potential, provided a fuel loading profile that promotes defensible space for fire suppression, and for the re-introduction of fire in the project area. Fuel loading objectives relate to the remaining tons/acre and size of material left after treatment. Target fuel loading objective is to have no more than 5 to 10 tons per acre left once the work is completed. This project requires removal of approximately 4,800 tons of non-saw material (merchantable woody biomass). The resultant Task Order Contract(s) will be a firm-fixed price, with requirements for biomass removal. Funding for the FS portions of this project will come from the American Recovery and Reinvestment Act. Estimated start work date is October 4, 2010 with an anticipated period of performance ending on January 31, 2011. FOR ADDITIONAL INFORMATION, contact GARY DILLAVOU, at the UMATILLA National Forest: 541-278-3841. Estimated date proposals will be due: MAY 18, 2010. Location: This project is located on lands administered by the FS Pomeroy Ranger District. Vicinity maps showing project locations and access are attached and made part of this contract.
