The United States Environmental Protection Agency (EPA), Region 2, intends to issue Modification 0005 under Contract No. EP-W-09-002 with CDM Federal Programs Corporation to allocate $69,000 for initiating a targeted brownfields assessment at Mariner's Marsh Park in Staten Island, New York. The assessment, scheduled to commence around August 27, 2009, and conclude by September 30, 2010, will be fully funded through the American Recovery and Investment Act of 2009. Brownfields, properties potentially complicated by hazardous substances or contaminants, are the focus of this project, which aims to reduce uncertainties regarding contamination to facilitate site expansion, redevelopment, or reuse. The assessment may include historical investigations, preliminary and more detailed environmental site assessments, as well as evaluation of cleanup options and cost estimates aligned with future redevelopment plans. This contract modification is being executed under an existing competitively awarded, cost-plus-fixed-fee contract structure, chosen to encourage efficient, economical performance within the Recovery Act’s time constraints. RECOVERY: This is a notice of intent by the United States Environmental Protection Agency (EPA), Region 2, to issue Modification 0005 under Contract No. EP-W-09-002 with CDM Federal Programs Corporation (CDM-FPC), for the obligation of $69,000 to begin the performance of a targeted brownfields assessment of the Mariner's Marsh Park site, located at 3418 Richmond Terrace at Holland Avenue, Staten Island, Richmond County, New York. The work assignment number for this project is 017-SION-02ZZ. The period of performance for this work is on or about August 27, 2009 through September 30, 2010. This project will be funded entirely under the American Recovery and Investment Act of 2009 ("Recovery Act"). "Brownfields" are real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant, including petroleum, controlled substances, and mine wastes. EPA's Targeted Brownfields Assessment (TBA) program is designed to help minimize the uncertainties of contamination often associated with brownfields. A TBA is performed at the request of state and local governments and "non-profit" organizations. A TBA may encompass one or more of the following activities: (1) an "all appropriate inquiry" assessment (Phase I), including a historical investigation and a preliminary site investigation; (2) a more in-depth environmental site assessment (Phase II), including sampling activities to identify the types and concentrations of contaminants and the areas to be cleaned; and (3) evaluation of cleanup options and/or cost estimates based on future uses and redevelopment plans. This project is being issued under Contract No. EP-W-09-002 because this contract provides the necessary capacity and technical capability for this project to meet the requirements of the Recovery Act in the most prudent business manner within the time constraints imposed. Contract EP-W-09-002 was awarded competitively, and its cost-plus-fixed-fee contract structure was selected to provide the greatest incentive for efficient and economical performance, given the type of services to be performed. EPA Region 2 has sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. This contract is the most appropriate contractual vehicle to meet the requirements of the Recovery Act in the most prudent business manner within the time constraints imposed, and consistent with Agency plans that promote the goals of the Recovery Act. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THESE REQUIREMENTS WILL BE AWARDED UNDER AN EXISTING EPA CONTRACT. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
