Solicitation # AT25-0006
Solicitation AT25-0006 is a subcontracting opportunity with Adams and Associates, Inc. for comprehensive mold remediation at Theatre Building 1086 of the Atterbury Job Corps Center in Edinburgh, Indiana. The project was initiated following a sprinkler system failure that caused significant water damage. The scope of work requires the remediation of the entire building, including cleaning visible mold from CMU walls, concrete floors, and vinyl tiles, as well as the removal and replacement of affected drywall, gypsum wallboard, and acoustical tile ceiling finishes. Additionally, the contractor must clean or replace damaged theater seating cushions and perform dehumidification to maintain humidity levels at or below 50 percent. All work must adhere to ANSI/IICRC S520 standards, EPA guidelines, OSHA regulations, and the findings of the Micro Air Inc. Mold Testing report dated April 11, 2024. The contract is a single lump sum award based on best value, with evaluation weights distributed across price (60 points), quality (20 points), past performance (10 points), and schedule (10 points). Key requirements include the provision of a Certified Industrial Hygienist for verification and final clearance, a detailed remediation plan featuring HEPA filtration and negative air pressure, and compliance with Davis-Bacon Act wage determinations. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE USEPA REGION 8 START CONTRACTOR UNDER CONTRACT EP-W-05-050. REQUESTS AND/OR INQUIRIES WILL NOT BE ADDRESSED. IT IS THE INTENT OF THE USEPA TO AWARD A TASK ORDER UNDER AN EXISTING CONTRACT. The purpose of this Task Order (TO) #25 is to obligate $32,167.00 for a targeted brownfields assessment (TBA) of the Main Street West End Project located in the town and County of Ellendale, North Dakota. The period of performance will be from the date of award (anticipated to be on 6/21/2010) through 12/30/2010. Requirements for TO #25 include the following: 1) contacting the On-site Coordinator (OSC) for site history, related documents and TBA planning; 2) participating in the kick-off conference call with the OSC, the contact in Ellendale, ND, and START to discuss TBA project goals and data needs; 3) developing a field sampling plan (FSP) for Phase II assessment; 4) conducting Phase I Environmental Site Assessment in compliance with the final "All Appropriate Inquiries Rule". ASTM E1527-05 "Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process" may be used to satisfy this requirement; 5) conducting the Phase II assessment; 6) determining the clean-up options and associated cost estimates; 7) completing the property profile form (PPF); and, 8) complying with the documentation and reporting requirements of the American Recovery and Reinvestment Act of 2009 ("ARRA" or "the Act"). The Act contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the Federal Acquisition Regulations (FAR) and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's START (Superfund Technical Assessment and Response Team) contracts were awarded as IDIQ contracts, they were awarded competitively with fixed rates, and each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the type of services to be performed. The existing START contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance and to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing START are the most appropriate contract vehicles consistent with Agency plans that promote the goals of ARRA.
