Recruiting and Lead Generation Services

The District of Columbia Air National Guard is conducting a sources-sought Request for Information to assess industry capability and competition for recruiting and lead generation services in support of its manned force acquisition goals. The effort is focused on identifying qualified contractors who can generate a minimum of 250 qualified leads per month across at least 25 Air Force Specialty Code positions using multi-channel outreach including email campaigns, social media, professional networking, and public databases, while ensuring all lead data is tracked in a government-approved CRM system such as Salesforce. The anticipated base performance period is one year from September 1, 2026, through August 31, 2027, with four potential one-year option periods available for extension. Work will be performed remotely or from a detached facility with telework authorized, and contractor personnel must be available on-site during a 30-day phase-in and phase-out period. Performance standards require maintaining a 90% Quality Acceptance Level for leads, attending all monthly meetings with the Contracting Officer Representative, and submitting training certificates for AT Level 1 Awareness and OPSEC within 15 calendar days of completion. Contractors must also provide five strategic recommendations each quarter if the QAL threshold is not met. Contractors responding to this RFI must provide a one-page submission including company name, contact details, DUNS and CAGE codes, socioeconomic status, a description of prior experience performing similar services, capability statements, and any PWS requirements that may restrict competition. The government will not compensate for response costs or accept unsolicited quotes. Respondents must be aware of stringent security and data protection obligations, including adherence to DFARS 224.103 and DoDD 5400.11 for Personally Identifiable Information safeguarding, with contractors covering all costs related to breach notification, call-center support, and credit monitoring. Contract personnel must comply with OPSEC policies as outlined in AFI 10-701, obtain base access credentials if visiting Air Force installations, and adhere to all local security, safety, and traffic regulations.
