The Army Contracting Command-Anniston Army Depot has issued a Commercial Solutions Opening Area of Interest solicitation, number W911KF-25-S-C002-A0017, seeking innovative solutions to modify or replace a custom 60-Ton 4-Cylinder Hydraulic Recuperator Press. The primary objective is to update obsolete components and integrate automation into the recuperator pressing process, which includes sustained force compression and pneumatic leak checks. The required system must feature four load cells with a summation function, a control panel for target load settings, a monitor for real-time data, and a data management system capable of storing at least 2,500 timestamped test reports. Technical performance requirements include the ability to ramp from 0 to 20,000 lbs with a specific tolerance and manage pneumatic loads up to 250 psig. The selected contractor will be responsible for the design, manufacture, delivery, installation, functional demonstration, and the provision of comprehensive operator and maintenance training. The evaluation for this merit-based award will focus on three primary factors: technical and innovative merit, delivery and lifecycle sustainment, and price. Technical merit will be assessed based on performance specifications, compliance with commercial standards such as ISO, ANSI, UL, or CE, ease of integration, and the degree of innovation.
