The Tonasket Ranger District of the Okanogan National Forest is in need of Aerial Ignition Sphere's and Launcher. The National Wildfire Coordination Group published the Interagency Aerial Ignition Guide in March 2012 that lists acceptable methods and products for controlled burns and Aerial Ignition. Page I-1 of the guide, paragraph V lists "Approved Aerial Ignition Systems." Item B of the list is the SEI Red Dragon. The Tonasket is replacing a Red Dragon launcher they purchased in 2009 and has a stock of Spheres and parts for the machine. Additionally, all training and experience has been on the Red Dragon machine. The materials, mounts and training are not interchangeable. Authority for this single source procurement is FAR 13.106(b) for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice is not a request for competitive quotations. No solicitation document is available and telephone calls will not be accepted.
