Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Definition of the requirement The Department of National Defence (DND) has a requirement to establish a Radio over Internet Protocol (ROIP) connection to its Link 16 radios in order to support the Royal Canadian Air Force (RCAF) interim Link 16 ground entry station J-voice capability to a remotely operated function. The requirement will support voice communications over Link 16 for operators who are not in immediate vicinity of the radios. This initiative allows command and control over J-voice for operators in multiple locations and provides higher headquarters the ability to monitor. To acquire this capability, DND is procuring quantity of 5 REDCOM XRI-400 devices including accessories, software, support plan and training. The specific products requested are as follows: a. Part DC0772-053; Qty 1 Description: REDCOM Secure Client V5.3 for Windows, Software & Documentation f. Sigma Support Plan; Qty 5 Description: REDCOM Sigma Annual Support Plan (1 year) g. TRNG, Sigma /XRI ADV; Qty 1 Description: Training, Virtual or @ REDCOM in Victor NY, 5-Days, Advance Class for up to (2) Students h.
