The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts, on behalf of the Department of Transfusion Medicine (DTM), intends to award a firm-fixed-price purchase order to Rees Scientific, 1007 Whitehead Road Extension, Trenton, NJ 08638, on a limited-source basis for database migration and software upgrade services.
The purpose of this acquisition is to migrate the existing Rees Scientific database to new servers currently in the possession of NIH Information Technology (IT) and upgrade the Rees application software to a current supported version. The requirement is identified as Rees Build Version 3.0 Build 2601.
Rees Scientific currently provides the environmental monitoring system used by the Department of Transfusion Medicine to monitor regulated environments, including room temperature, humidity, refrigerators, and freezers. The system supports DTM operations subject to applicable regulatory requirements, including requirements under 21 CFR and 42 CFR.
Rees Scientific is the sole-source provider for the proprietary database migration and software upgrade required under this acquisition. The database migration and software upgrade are required by the manufacturer to ensure continued support of the database and Rees software application. This notice is not a request for competitive quotations. However, all responsible sources that believe they can satisfy the Government's requirements may submit a capability statement and supporting documentation demonstrating their ability to provide the required proprietary Rees Scientific database migration and software upgrade services.
Responses must include sufficient information to demonstrate the respondent's ability and authorization to perform the required services on the existing Rees Scientific system without compromising system functionality, regulatory compliance, warranties, or operational continuity.
Interested parties shall submit capability statements electronically to the shasheshe.goolsby@nih.gov by September 25, 2026 at 10:00AMEST.
