The contract pertains to the procurement of six units of Reference Standard, identified by NSN 6635-01-454-8913, under solicitation SPE4A6-26-Q-0872 issued by the Defense Logistics Agency’s ASC Commodities Division. Delivery is required within 704 days after order, with F.O.B. Origin terms placing responsibility on the contractor to deliver goods to the carrier at the point of origin, where title and risk of loss transfer to the Government. Inspection and acceptance occur at origin, with the Government retaining full authority to evaluate compliance, conduct testing, and approve or reject supplies based on stringent standards including MIL-STD-129 for marking, MIL-STD-130 for Unique Item Identification (UII), ASTM D3951 for packaging, and RP001 for palletization. Although UII is not mandated per the Service customer’s request, all marking must still conform to applicable standards should it be applied. Technical data associated with this item is subject to export controls under ITAR or EAR, requiring prior authorization for any disclosure to foreign persons, and access is restricted solely to contractors with approved JCP certification, completion of mandatory DLA export control training, and formal approval from DLA. Compliance with the DLA Master List of Technical and Quality Requirements governs all technical and quality specifications, and the contract mandates adherence to FAR and DFARS clauses covering cybersecurity, subcontracting, small business set-asides, and prohibition of certain foreign equipment and services. The solicitation is set aside for small businesses with multiple clauses affirming small business participation, including provisions for post-award representations and subcontracting limitations. Invoicing must occur exclusively via Wide Area WorkFlow, and all contractors must maintain active SAM.gov registrations with current UEI and CAGE codes, along with accurate socioeconomic certifications. Export-controlled technical data handling, antiterrorism awareness, whistleblower protections, and prohibitions on forced labor or Russian fossil fuels are explicitly required. The contract includes DPAS-rated priority authority, emphasizing national defense urgency, and incorporates deviation-modified clauses for uniformity and compliance. No contract value is specified due to unpopulated pricing fields, and the award will be determined through a best-value trade-off analysis, prioritizing past performance, quality, and delivery reliability alongside cost. Failure to meet any of the referenced standards or regulatory requirements may result in rejection, termination, or non-payment.
