The USDA's Farm Service Agency, through its Kansas City Commodity Office International Procurement Division, plans to issue a Request for Proposals for the procurement of refined edible oils—specifically vegetable oil, corn oil, and sunflower seed oil—for international food assistance programs. This procurement will be conducted as an indefinite-delivery, indefinite-quantity contract due to uncertain delivery schedules and quantities. All commodities and agricultural products under this contract must be produced in the United States, with packaging components being the only elements subject to international trade agreements. The solicitation, to be released approximately fifteen days after the presolicitation notice date, will follow competitive negotiated acquisition procedures in accordance with Federal Acquisition Regulation Part 15, aiming to award contracts that represent the best value to the government. The contract will include a twelve-month base period with up to four one-year option periods and intends to award multiple contracts. The refined edible oil products will be fortified to meet statutory requirements for international food aid programs, and detailed specifications will be provided in the forthcoming solicitation. Based on previous fiscal year data, significant tonnage of refined edible oils has been purchased, reflecting the critical demand managed by USDA's Foreign Agricultural Service and USAID. While set-asides are not anticipated, 20% of requirements are reserved for procurement from AbilityOne nonprofit agencies as mandated by federal regulations. Interested parties are advised not to respond to the presolicitation notice, as it is not a call for proposals, with contact information provided for further inquiries.
