The Regional Port Operations Contract (RPOC), solicitation number N40027-13-R-0024, is a negotiated request for proposal issued by the Department of Defense Southeast Regional Maintenance Center located in Mayport, Florida. This contract covers 11 months of port operations services across multiple Navy and related sites, encompassing boat maintenance, dispatch services, buoy maintenance, and training support. The scope of work is highly specialized, including support for the Aviation Rescue Swimmer School Open Water Labs, Surface Rescue Swimmer courses, and USAF Parasail Operations. These operations involve complex requirements such as helicopter water-entry and hoist evolutions, water survival training, and the management of a diverse vessel fleet across locations including Kings Bay, Mayport, NAS Jax, and Pensacola. Administrative updates to the solicitation include Amendment 0004, which extended the proposal due date to October 25, 2013. The procurement process involved several corrections to the amendment numbering system on FBO to ensure alignment, clarifying that only three amendments exist despite system errors. Technical requirements for the contract are governed by various exhibits and instructions, including the Marine Masters Operation and Maintenance Log Technical Manual and Detachment Operating Instruction 10-1, which establish mandatory standards for watercraft operations, safety responsibilities, and contractor training.

This is Amendment 0004, which will extend proposal due date to October 25, 2013. There have been some questions about the amendments on FBO. There is no Amendment 0001, some system error caused it to be released as Amendment 0002. However, Amendment 0002 was uploaded to FBO under the Amendment 0001 location. In order to get the Amendment numbers aligned, Amendment 0003 was uploaded twice once under Amendment 0002 and once under Amendment 0003. To reiterate, there are only three amendments. Please open the files. There is NO Amendment 0001.
