Regional Water Supply Resiliency Project ("Secure the Source Project") - NDA Requirement

The Washington Suburban Sanitary Commission (WSSC) is soliciting responses for the Regional Water Supply Resiliency Project, also known as the Secure the Source Project, under solicitation number 2026-70020. The objective of this initiative is to develop a long-term secondary water source to supplement the Potomac River supply for the benefit of the entire metropolitan region. The selected consultant will be responsible for conducting a preliminary engineering study and completing a 35 percent design. This work must adhere to the requirements of the 1986 Water Resources Development Act (WRDA) Section 203, as amended by the Water Resources Reform and Development Act of 2014, to facilitate a request for Congressional authorization for final design and construction via the U.S. Army Corps of Engineers. The procurement is currently in the preliminary phase, focusing on Non-Disclosure Agreement (NDA) requirements. To be eligible for participation, all prime contractors, subcontractors, and joint ventures must register in the WSSC Water Supplier Portal and submit a completed NDA and a Consent to Use of Electronic Signature via the eProcurement Portal by October 5, 2026, at 9:00 am. Additionally, the contract includes a Mid-Atlantic Purchasing Team Intergovernmental and Cooperative Purchasing Clause, which allows other participating public entities and nonprofits within the region to utilize the resulting contract terms and pricing.
