Nature of Requirements:
1. TITLE: REGULATORY TAKEOFF AND LANDING WEIGHT ANALYSIS SERVICES
2. SECURITY:
There is no security requirement associated with the requirement.
3. REQUIREMENT:
The Department of National Defence (DND), in accordance with Airbus A310 Flight Crew Operating Manual, requires RTOWL charts specific runways to account the performance limitations to determine a maximum permissible take-off weight based on configuration, ambient pressure, temperature and surface wind conditions.
3.1. The Department of National Defence requires an RTOWL analysis service on an as-and-when requested basis consisting of the following:
a) Takeoff weight analysis (RTOW) on an ad hoc basis as requested; b) Airport Physical Characteristics Revisions; c) Maintenance of a master PDF file database for RTOW data. d) Emergency 24-hour response when required for last-minute operational requests.
3.2. Each RTOWL chart must contain the following minimum features:
a) Max Takeoff Weight for the runway; b) Takeoff distance available; c) V Speeds (V1/Vr/V2) given different headwind, tailwind, and calm winds conditions; d) Special Single Engine Departure Procedures to ensure obstacle clearance; and e) Max Singe Engine Go Around configurations.
4. EVALUATION AND SELECTION:
Mandatory technical evaluation criteria are included in Annex "D" of the solicitation.
A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
5. PERIOD OF CONTRACT:
It is anticipated that any contract will be effective for three (3) years with the from date of contract. The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to two (2) additional one (1) year periods under the same conditions.
