This contract is for the procurement of electromagnetic relays identified by NSN 5945-01-358-1383 under an indefinite-delivery, indefinite-quantity (IDIQ) arrangement managed by the Defense Logistics Agency’s Maritime Supply Chain. The item is designated as a commercial item and is subject to Qualified Products List (QPL) requirements, meaning the manufacturer must be QPL-approved at the time of contract award. The product must comply with military specification MIL-PRF-83536H(1) SUP 1 and MIL-PRF-83536/22E, with traceability documentation retained per DLA Procurement Note C03. Strict prohibitions are in place against the intentional use of mercury or mercury-containing compounds, except in specific functional components such as batteries, fluorescent lights, sensors, or controls, and all such items must include a secondary containment as defined by NAVSEA 5100-003D. The use of ozone-depleting substances in any phase of production is forbidden unless explicitly approved in writing by the contracting officer. The contractor must label each unit package in accordance with IPC/JEDEC J-STD-609 to identify lead and lead-free finishes, with placement governed by the standard’s specifications. Packaging must adhere to MIL-STD-2073-1E and DLA RP001, with preservation method 41 (clng/dry), unit container D3, and intermediate container DO, and all shipments must be marked per MIL-STD-129, including the special marking code ZZ. Delivery is FOB origin with a 269-day delivery window after award, quantity is estimated at 106 units with zero tolerance for variance, and acceptance occurs at the destination. The contract includes extensive cybersecurity and compliance requirements such as safeguarding covered defense information per NIST SP 800-171, reporting cyber incidents, prohibiting acquisition of equipment from designated Chinese military companies, and ensuring compliance with hazardous materials labeling under OSHA’s Hazard Communication Standard. Contractors must be registered in SAM, submit invoices via WAWF, and comply with clauses covering supply chain traceability, whistleblower rights, former DoD official compensation restrictions, and electronic payment procedures. The maximum contractual value is capped at $350,000, with a guaranteed minimum order of 15 units, and the estimated annual quantity is non-binding.
