Solicitation # SPE7M5-27-Q-0031
Solicitation SPE7M5-27-Q-0031 is a Request for Quotations issued by the DLA Land and Maritime Active Devices Division under Special Emergency Procurement Authority for the acquisition of 37,000 electromagnetic relays, NSN 5945-00-936-3932. The items are to be delivered to the DLA Distribution New Cumberland facility in Pennsylvania, with offers submitted based on FOB origin. Due to the nature of the component, the government notes that special tooling, casting, or forging may be required for manufacture. This is a restricted source item requiring engineering source approval by the government design control activity. Offerors must adhere to strict technical and quality requirements, including the prohibition of intentionally added mercury and compliance with IPC/JEDEC J-STD-609 for lead finish marking. Alternate offerors must provide comprehensive documentation, including all manufacturing drawings, process sheets, and source identification for critical operations. If reverse engineering is employed or OEM drawings are unavailable, a detailed engineering analysis report is mandatory. Additionally, a shock extension report per MIL-S-901 is required. The contract incorporates various DFARS and FAR clauses regarding the Buy American Act, prohibitions on procurements from the Xinjiang Uyghur Autonomous Region, and restrictions on telecommunications equipment. Payment will be processed electronically via the Wide Area WorkFlow system.
