Due to the criticality of the item, procurement is restricted to sources specified on the "Source Controlled" drawing. BAE Systems Land & Armaments L.P. (80212) and Sechan Electronics, Inc. (7Z941) are currently the only known approved sources for this item. Once the solicitation is issued, DLAD 52.217-9023 - Restriction of Alternate Offers for Source Controlled Items will apply. NOTE: The cited drawing is a "source controlled" drawing and as of the date of this notice only the source(s) cited on the drawing have been approved. Even though sources and approved part numbers are provided, the items furnished must meet the requirements of the cited drawing. Any potential offerors who are interested in qualifying their products for purpose of future acquisitions must contact the cognizant design activity specified on the source controlled drawing. There may be additional approved sources that have not been reflected on the drawing at this time. These sources must provide documentation from the contact the cognizant design activity specified on the source controlled drawing, indicating that your company is now an "approved" source. First Article Testing is not required. Inspection / Acceptance at Origin, FOB Origin. This solicitation is being issued under the First Destination Transportation (FDT) program. If this acquisition is for Foreign Military Sales (FMS) or has an APO/FPO ship-to address, FDT will not apply and normal procedures should be followed. This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil/RFP on its issue date of July 1, 2015. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery and past performance as described in the solicitation. Reverse Auction: This acquisition is a potential candidate for reverse auction (DLAD provision 52.215-9023). The Government may activate this provision after timely offers have been received and evaluated. This provision does not require that a Reverse Auction be conducted however, contract specialists are encouraged to include the provision in all competitive acquisitions regardless of the estimated dollar value to assist in material cost reduction objectives.
