The requirement was strictly set aside 100% for small business concerns under FAR 19.502-2, with competition limited to eligible small business entities. The work involves comprehensive interior and exterior surface preparation, including full-containment media blasting to remove all existing paint, followed by application of a three-coat paint system in accordance with manufacturer specifications and revised technical documents. The project scope is defined by detailed drawings and specifications, including redlined revisions issued through Amendments 0001 and 0002, which also extended the proposal due date to June 17, 2026, NLT 1100 EST. A mandatory site visit was held on April 7, 2026, and all RFIs were closed as of late April, with responses to be published following the amendment. Contract performance is subject to a 120-day period of performance from issuance of the Notice to Proceed, with liquidated damages of $857.72 per calendar day for delays. The contract requires adherence to Davis-Bacon wage determinations NJ20260058 and NJ20260001, compliance with Buy American provisions under a deviation, and strict controls over Controlled Unclassified Information, including daily production reports. Bonding and insurance requirements mandate performance and payment bonds covering both construction and warranty phases, plus coverage as defined by FAR 28.307-2. Evaluation is based on a Lowest Price Technically Acceptable methodology, with corporate experience and past performance serving as mandatory pass/fail gates—failure to demonstrate relevant experience or having an unsatisfactory rating in the past three years results in ineligibility. Proposals must be submitted electronically via email to designated points of contact using Standard Form 1442 as a lump sum bid, and must include UEI, CAGE code, and updated SAM.gov certifications. Post-award, the contractor must submit a detailed Schedule of Prices within 15 days, use WAWF for invoicing on NAVF
