His Majesty the King in right of Canada, represented by the Minister of Foreign Affairs, and the Department of Foreign Affairs, Trade and Development (DFATD), is inviting suppliers with experience in the delivery of construction services to submit a Response to qualify for the planned work for the relocation of the Embassy of Canada to Vietnam, in Hanoi (the “Requirement”). This Invitation to Qualify (ITQ) defines the requirements for the qualification of Respondents for the Requirement. Interested Respondents are required to respond to this ITQ. Based on these Responses, Canada intends to select, in accordance with the terms of this ITQ, the Qualified Respondents to participate in the Request for Proposals (RFP) stage of the solicitation. The Requirement includes fit-up work of around 1,387 m2 at the 22 floor at Capital Place in Hanoi, Vietnam. The scope will include, but is not limited to, the following: A. Fit-up work in architectural, mechanical, and electrical disciplines related to the construction of new facilities including but not limited to: a. Reception area; b. Multipurpose room; c. Screening area; d. Open space concept for offices; e. Close offices; f. Meeting rooms; g. Storage, utility and business centre rooms; h. Cafeteria; and i. Toilets and washrooms. B. Implementation will include work such as: a. Partial demolition of some elements as a suspended ceiling, electrical and mechanical components, fire protection pipes and equipment and raised floor; b. Construction of different types of partitions; c. Installation of different types of flooring and ceiling; d. Installation of mechanical components including ducting, plumbing, fan coils and controls; e. Installation of electrical components including lighting, cabling, panels and controls; f. Installation of fire protection system including fire alarm detector, sprinkler, panels and controls; g. Installation of security components supplied by others as doors and windows; and h. Installation of conduits and boxes for Information Technology (IT) and security systems (cabling and equipment to be installed by others). This work will be delivered in the Design-Bid-Build methodology. The pre-qualified Respondent(s) will follow the drawings and scope of work that will be outlined in the Stage 2 – Request for Proposal. The technical documentation of the RFP will include around 100 drawings and 1,000 pages of specifications. Respondents must be capable of providing the full range of services required in English or French, and have the ability to travel to, and perform the construction works in Hanoi, Vietnam.
