Remanufacture of the B-1 Electro-Mechanical Actuator

The United States Air Force, through the Air Force Sustainment Center at Tinker Air Force Base, Oklahoma, is seeking a sole source contractor to remanufacture the B-1 Electro-Mechanical Actuator under a firm fixed price, firm fixed quantity contract with a two-year basic period. The work involves complete disassembly, cleaning, inspection, maintenance, reassembly, testing, and finishing to restore the actuator to a like-new condition in strict compliance with government-approved technical orders, OEM specifications, and applicable military standards. The actuator is a critical component used to hold or sweep the wing forward in the event of a wing sweep actuator system failure. The contractor must provide all labor, facilities, equipment, and materials required to perform the remanufacture at the designated performance site in S Coffeyville, Oklahoma, with final acceptance conducted by the Defense Contract Management Agency at the contractor’s facility. All items must be permanently marked with the contractor’s CAGE code and date of remanufacture, and comply with MIL-STD-130 for Unique Item Identification including 2-D matrix barcodes and reporting to the DoD IUID Registry. Any damaged or missing IUIDs must be replaced and reported to the Procuring Contracting Officer. The contract includes rigorous cybersecurity requirements mandating compliance with NIST SP 800-53 Rev. 5.2.0 and DFARS 252.204-7012, a Supply Chain Risk Management plan addressing foreign influence and continuity of operations, and strict restrictions on foreign contractor participation without a National Interest Determination. The contractor must also submit required documentation including a Production Surge Plan, Government Property Annual Inventory Report, and Product Quality Deficiency Reports via standardized forms such as DD250, DD254, DD1348-1A, DD1423, SF328, SF364, and SF368. Packaging and handling must adhere to AFMC Form 158, and all items must be labeled appropriately using DoD standard tags to identify serviceability status. The solicitation is restricted to Whippany Actuation Systems LLC, identified by CAGE code 81039, and no competitive acquisition is anticipated. All proposals must be submitted electronically by the stated deadline, with no physical submissions accepted.
