This contract is a sole source acquisition awarded to Northrop Grumman Systems Corporation for the remanufacture, upgrade, and repair of the F-16 AN/APG-68 Fire Control Radar (FCR) antenna used on F-16 C/D aircraft. The acquisition, planned under solicitation number FA8251-13-R-00511, is managed by the contracting office at Hill Air Force Base, Utah, with an estimated award date in February 2013. It is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a two-year base period and one one-year option period, utilizing a Firm Fixed Price arrangement. The contract specifically includes mechanical upgrades of antenna end-items, mechanical and electronic assembly upgrades, and repair services for both upgraded units and individual shop repairable units (SRUs), with estimated quantities provided for each category. The scope encompasses complex refurbishment and enhancement tasks, including mechanical assembly upgrades to newer part numbers, comprehensive mechanical and electronic assembly upgrades, and extensive repair work involving troubleshooting and testing at the Line Replaceable Unit (LRU) and SRU levels. Additionally, special attention is given to repairing damaged base assemblies caused by hazardous materials and conducting In-Line Environmental testing to detect intermittent electronic failures that are difficult to diagnose. This acquisition is exempt from small business set-asides, and the government has justified the sole source selection based on avoiding substantial duplication of costs and unacceptable delays. Responses, including capability statements, proposals, or quotations, were solicited by early December 2012, with the government open to considering all responsible sources despite the sole source designation.
