The Defense Threat Reduction Agency (DTRA) is seeking technical innovations to develop a remote, stand-off X-ray capability for the assessment and characterization of weapons of mass destruction (WMD) devices. The goal is to integrate X-ray transmitters and receivers into multiple cooperating unmanned aircraft systems (UAS), specifically utilizing coaxial form factors like the Spartan UAS, to generate high-resolution transmission images from a safe distance. This system must be capable of penetrating ordnance casings and resolving fine fuse features, such as wires and switches, without requiring personnel or ground robots to enter potentially contaminated chemical, biological, radiological, or nuclear (CBRN) environments. This Phase I SBIR solicitation, numbered DTR27BZ02-NV002, is a total small business set-aside. Proposals will be evaluated based on technical merit, the qualifications of the investigators, and commercial potential. The project involves a Phase I period of six to twelve months, with a potential Phase II duration not to exceed 24 months. Awardees must comply with strict cybersecurity requirements, including DFARS 252.204-7012 and projected CMMC Level 1 standards, and must adhere to MIL-STD-3022 for modeling and simulation verification. Proposals must be submitted via the DSIP portal, including a technical volume limited to 20 pages and a company commercialization report.

Full Description

DTRA is in need of technical innovations associated with Warfighters performing long range WMD device assessment and characterization from a safe distance outside of potentially CBRN contaminated environments. Explosive Ordinance Disposal (EOD) definitions and terms are commonly used by many nations and exist on the public internet including steps involving EOD detection, assessment, identification, field evaluation, render safe, recovery and disposal. Current device assessment is manual, requiring personnel to approach closely and manually move x-ray transmitters and x-ray receivers around an unknown device to perform the required assessment mission. Current stand-off capabilities are typically ground robots manually driven a short distance which may be safe for some unexploded ordinance (UXO), but are not safe for suspected WMD warheads. Recent UAS innovations associated with coaxial form factor systems that can perch or land as part of their mission flight profile appear to offer a novel approach to conducting bi-static x-ray image collection. STATE OF TECHNOLOGY. • Current Portable digital radiography systems that depend on hand- or robot-emplacement of a source and flat-panel detector near the device are limited in a CBRN environment. There is no current technology solution that can generate diagnostically useful transmission images (sufficient penetration of ordnance casings plus resolution of fine fuse features such as wires, switches, or delay elements) without any ground contact or personnel entry into the contaminated zone. • Mobile x-ray transmitters and various options for exposing images, and stitching multiple images together to create a 3-D assessment of an unknown device exist, but they are generally hand-carried and emplaced. Complex mathematics and algorithms for capturing and rendering X-ray results from multiple simultaneously moving transmitters and receivers each with potential uncertainties in position and angle are limited. • Tactical UAS systems are generally small, carry lighter payloads, do not have open architectures for payloads, and payload options are generally difficult and limited to the bottom side to integrate without adversely affecting flight profiles. • Robotic x-rays exist but are typically fixed, large and devices are brought to them and put on a turntable. This topic is for x-rays done in the field, at 5km distances, without moving the threat device. • No UAS-based x-ray capability currently exists.

Solicitation # HDTRA127Q0003
Solicitation HDTRA127Q0003 is a small business set-aside request for quotation issued by the Defense Threat Reduction Agency for a one-time onsite commercial service at its Reston, Virginia facility. The contractor is required to provide all personnel, equipment, and resources to remove, disassemble, sanitize, destroy, and dispose of Government-designated classified storage devices and unclassified IT assets. All work, including the provision of a final Certificate of Destruction and complete disposition records, must be completed by November 30, 2026. Classified assets must be processed using a mobile, onsite destruction solution in strict accordance with NSA/CSS Policy Manual 9-12 and NSA/CSS Evaluated Products Lists. Due to the nature of the work, personnel performing disassembly and sanitization must possess TS/SCI clearances, and the contractor must maintain CMMC Level 2 certification. Prospective offerors were required to attend a mandatory site survey on October 29, 2026, to remain eligible for award. Quotations are due by November 9, 2026, and must be submitted in two volumes covering technical execution and price. The government will award the contract to the responsible offeror who is determined to be technically acceptable and offers the lowest evaluated price. Payment will be processed electronically through the Wide Area WorkFlow system.
