BID SPECIFICATIONRemoval and Disposal of Aluminum Composite SignI. PURPOSEThe purpose of this solicitation is to obtain competitive bids from qualified suppliers to dismantle, remove, haul away, and properly discard the existing aluminum composite sign located at the Alabama Board of Nursing satellite office in Clanton, Alabama.The sign is attached between two existing brick columns. This solicitation is for removal of the sign only. The brick columns shall remain in place and shall not be removed, demolished, altered, or damaged.The supplier shall provide all labor, supervision, tools, equipment, vehicles, safety equipment, hauling, disposal, insurance, and other incidental services necessary to complete the project safely and professionally.II. MANDATORY SITE VISITA mandatory site visit is required for all suppliers wishing to submit a bid. Suppliers are responsible for inspecting the sign, attachment points, brick columns, surrounding property, site access, work area, and any other conditions that may affect performance of the work. SCOPE OF SERVICESThe successful supplier shall provide all services necessary to complete the project, including but not limited to:• Carefully dismantling and removing the existing aluminum composite sign from between the two brick columns.• Removing all sign panels, framing, brackets, fasteners, anchors, hardware, and other sign-related materials that are to be discarded.• Leaving both existing brick columns in place.• Using appropriate methods and equipment to prevent damage to the brick columns and surrounding property.• Hauling away and legally disposing of all removed sign materials, debris, fasteners, and other waste generated by the work.• Leaving the work area clean, safe, and free of debris upon completion.• Providing all labor, supervision, tools, lifts, ladders, equipment, vehicles, hauling, disposal fees, and other materials necessary to complete the work.• Taking reasonable precautions to protect Alabama Board of Nursing property, employees, visitors, vehicles, landscaping, pavement, and surrounding areas.• Coordinating the date and time of the work with the Alabama Board of Nursing before beginning the project.V. SUPPLIER RESPONSIBILITIES1. Provide adequately trained, experienced, and qualified personnel to perform the work.2. Provide all tools, equipment, vehicles, safety equipment, and materials necessary to safely complete the project.3. Comply with all applicable federal, state, and local laws, regulations, ordinances, disposal requirements, and safety requirements.4. Maintain appropriate commercial liability insurance and any other insurance required by applicable law or the Alabama Board of Nursing for the duration of the project.5. Immediately report any damage to the brick columns, building, grounds, or other property to the designated Board representative.6. Be responsible for the actions and performance of all employees, agents, and subcontractors performing services under this solicitation.7. Maintain a safe work environment and secure the work area as necessary while the sign is being removed.8. Remove and properly discard all debris generated by the project. No removed sign materials shall be left at the site.VI. INSURANCE REQUIREMENTSThe successful supplier must maintain appropriate commercial liability insurance and any other insurance required by applicable law or the Alabama Board of Nursing. Proof of liability insurance shall be submitted with the bid. Insurance coverage shall remain in effect for the duration of the project.Failure to provide required proof of insurance with the bid may result in the bid being deemed non-responsive.VII. BID SUBMISSION REQUIREMENTSAll bids and required supporting documentation must be submitted electronically through the Alabama Buys Portal.Suppliers are responsible for ensuring that all required documents are uploaded and successfully submitted before the bid closing deadline.Bids submitted by email, mail, hand delivery, fax, or any method other than the Alabama Buys Portal will not be accepted.VIII. BID OPENING AND CLOSINGThe bid will open Tuesday, October 6, 2026.The bid will close at 5:00 PM CST on Wednesday, October 21, 2026.All bids and required supporting documentation must be submitted through the Alabama Buys Portal prior to the closing deadline. Late bids will not be accepted.IX. BID PRICEThe supplier shall submit one lump-sum price for the complete project. The lump-sum price shall include all labor, supervision, tools, equipment, vehicles, lifts, hauling, disposal fees, insurance, and all other costs necessary to dismantle, remove, and discard the aluminum composite sign and clean the work area.DescriptionCostComplete Sign Removal and Disposal – One Lump Sum$________________ No additional charges will be accepted unless specifically identified in the supplier's submitted bid and subsequently authorized in writing by the Alabama Board of Nursing.X. DAMAGE AND SITE PROTECTIONThe successful supplier shall be responsible for damage to the brick columns, building, grounds, landscaping, pavement, or other property caused by the supplier or its employees, agents, or subcontractors while performing the work. Any damage shall be reported immediately to the designated Board representative.The brick columns are specifically excluded from demolition and removal and must remain in place.XI. SUBCONTRACTORSThe supplier shall identify any subcontractors that will be used to perform any portion of the services. The supplier shall remain fully responsible for the performance, acts, omissions, and conduct of all subcontractors.XII. MANDATORY SITE VISIT ACKNOWLEDGMENTSuppliers will be required to sign in at the mandatory site visit. The Alabama Board of Nursing will maintain the site visit sign-in sheet as documentation of supplier attendance. Failure to attend may result in the bid being deemed non-responsive.XIII. AWARDThe Alabama Board of Nursing intends to award the project to the lowest responsive and responsible bidder, subject to applicable State of Alabama procurement laws, regulations, policies, and requirements.The Board reserves the right to reject any or all bids, to waive minor irregularities when permitted, and to make an award that is in the best interest of the State of Alabama.XIV.
