This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes only the solicitation. Quotations are being requested and a separate written solicitation will not be issued. 


Solicitation number 127EAV26Q0113 is issued as a Request for Quotation (RFQ) for the Removal and Installation of Carpet in the Office Area and Conference Room at the USDA-ARS Main Building #1, 141 Experiment Station Road in Stoneville, MS 38776.


This acquisition is 100% set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238330 Flooring Contractors. The small business size standard is $19M. All responsible sources may submit a quotation which will be considered by the agency. 


See attached Statement of Work (SOW) for technical requirements.


***PRE- AWARD QUESTIONS- Any Questions regarding the Request for Quotation shall be emailed to the Contract Specialist Shavera Leveille no later than 1700 EST on September 8, 2026. THERE WILL BE NO QUESTIONS ALLOWED AFTER THIS TIME.  


All quotes shall be emailed to shavera.leveille@usda.gov no later than 1700 EST on September 14, 2026, or sooner. 


Site visits are encouraged to confirm locations, dimensions, and conditions of the project before a bid is submitted. A  Site Visit will be held on Wednesday September 9th at 10 A.M. CDT. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. Please contact one of the Agency Representatives to schedule a site visit.
