Solicitation 70Z0G126BSLISSW02 is an Invitation for Bid issued by the USCG Civil Engineering Unit Providence for dredging operations at New London's City Pier in Connecticut. The project aims to deepen a new area south of the CGC Eagle's berth to a depth of -17.0 feet at Mean Lower Low Water, plus a 2.0-foot over-dredge allowance, to facilitate tugboat assistance during mooring and unmooring at all tide levels. The scope involves the removal of approximately 3,700 cubic yards of dredge spoils to an approved upland disposal site, as offshore disposal is prohibited due to environmental analysis. Additionally, the contractor must remove approximately 50 buried piles, cutting any that cannot be fully extracted at -21.0 feet MLLW. This procurement is a 100% Total Small Business Set-Aside with an estimated value between $1,000,000 and $5,000,000. The performance period is estimated at 300 calendar days from the Notice to Proceed, subject to a strict environmental window that permits in-water work only between October 1st and March 1st. Bidders must provide a 20% bid guarantee, and the successful awardee will be required to furnish performance and payment bonds for 100% of the contract amount. Award will be based on the lowest responsible bid that is most advantageous to the government. Key requirements include adherence to Davis-Bacon wage determinations, the use of the Invoice Processing Platform for payments, and the maintenance of qualified on-site supervision for quality control and safety.
